The Civilian Marksmanship Program has been informed that the Philippine government may be shipping 86,000 M1 Garand rifles back to the US. These highly collectible rifles, most of which were produced prior to 1957, will be made available to the public through the CMP. Proceeds generated from the sales helping to fund the operation of the organization.
A federally chartered non-profit corporation, the CMP promotes firearms safety and training. The organization also hosts numerous marksmanship competitions nationwide.
As reported by American Military News, Most of the CMP’s funding is drawn from the sale of surplus firearms, which were donated to the organization by the Army, to qualifying individuals. However, the number of surplus guns has been limited in recent years partially due to restrictions put in place by the Obama administration regarding the return of firearms from overseas allies.2
As reported by The Firearms Blog, CMP is only financially responsible for the cost of shipping the firearms back to the US, which may help keep the price of the weapons low when the organization prepares them for sale.
Only those who meet the CMP eligibility requirements can purchase a firearm from the organization, including the M1 Garand when available. This includes proof of US citizenship, proof of age, and membership in a CMP affiliated organization.
Additionally, proof of prior participation in a marksmanship related activity or other evidence demonstrating the individual possesses knowledge regarding the safe handling of firearms and range procedures is also required. This can include current or prior military or law enforcement service as well as the completion of specific training courses, possessing a current concealed carry license, or certain other certifications. Other eligibility requirements may also be in place depending on the state or municipality in which the buyer resides.
The eligibility requirements must be met to purchase firearms but is not required for parts, ammunition, memorabilia, or publications that are also for sale through the organization unless required by state or local law.
