NEWLY RELEASED SURVEILLANCE VIDEO SHOWS A COOK COUNTY SHERIFF’S DEPUTY SHOOT A MAN THEN USE HIM AS A SHIELD.
On November 30, 2014 at around 2:50 a.m. a fight broke out in front of the Funky Buddha Lounge in Chicago’s West Town after a car sideswiped a parked SUV. A man later identified as Fernando Lopez gets out of a car and starts waving a gun around then fires into the air.
Off-duty Cook County Sheriff’s Deputy Michael Raines witnesses the incident and runs towards the commotion with his own gun drawn. Deputy Raines shoots Lopez and runs behind him onto the sidewalk.
A man later identified as Mario Orta pulls out a gun and walks towards the officer. Deputy Raines grabs the wounded suspect and crouches behind him, using Lopez as a body shield while pointing his gun at the people circling him.
Three different men, including Lopez, were charged with various felonies. Deputy Raines died about a year after the incident from a drug overdose.
